MSI
is seeking Monitoring and Evaluation Officers for an upcoming US Agency project
in Yemen in the fields of: Health, Basic and Higher Education, Democracy and
Governance, Income Opportunities and Food Security. The project objectives are
geared to support and strengthen USAID Yemen’s monitoring and evaluation
systems, performance management, strategic communications and public
information products, while, providing support services such as facilitating
workshops, conferences, and meetings for USAID and its implementing partners,
conducting field-based assessments, supporting technical offices in new
program/project design, staff augmentation on an as requested basis, and
providing translation services. The Monitoring and Evaluation Officer will work
closely with the Project Director and project monitoring and evaluation

qualifications : Qualifications:
• At least 5 years of professional
experience in performance measurement/monitoring /evaluation, including tasks
such as;
o Development of results frameworks,
theory of change or development, logical frameworks and/or logical models
o Preparing comprehensive performance
monitoring plans
o Conducting data quality assessments
o Evaluability
assessments
o Evaluation design
o Formative, summative and process
evaluations
o Developing and/or implementing
quasi-experimental designs or fully randomized research trails.
o Survey development, implementation and
oversight
o Statistical analysis using SPSS, SAS or
other statistical software package
o Meta analysis
o Content/patter analysis of large
qualitative data sets
o Conducting and/or analysis of focus
groups
o Cost/benefit analysis
o Training in performance management or
evaluation
• Specific, in-depth knowledge of USAID
programming, especially current performance measurement and evaluation systems;
• MA or Ph.D. in Anthropology, Public
Health, Education, Economics, Political Science, International Development or
related field;
• Experience in education, democracy,
governance and conflict, health, economic growth, or other relevant technical
field;
• The ability to travel within Yemen;
• Fluent in Arabic and English required
• Superior writing ability.

Project/Proposal
Summary:
MSI
seeks a seasoned Director of Finance and Grants for a five-year project to
improve the capacity of Ugandan local governments to deliver services to the
local population, with initial focus on health services and HIV/AIDS.
Position
Summary:
The
Director of Finance and Grants will provide the overall financial management
for the project and maintain accountability to headquarters office in the
United States and to USAID/Uganda.
Responsibilities:
•
Manage all financial and administrative aspects relating to the implementation
of the project, including accounting, procurement, sub-grants and
sub-contracts, human resources, information technology and logistics;
•
Select, supervise and mentor a team of finance and administrative professionals;
•
Support the Chief of Party in budget planning and monitoring;
•
Maintain timely and accurate financial information;
•
Work closely with MSI partner and sub-contracting organizations, ensuring
compliance and building capacity as needed;
•
Maintain responsibility for all financial reporting to MSI HQ and USAID, in
coordination with the Chief of Party;
•
Support Chief of Party in internal management of the project including budget
and performance monitoring and evaluation.

qualifications : Qualifications:
•
Demonstrated capacity in managing a large-scale, multi-year, USAID-funded
program;
Master’s
Degree in Business Administration, preferred;

In depth knowledge of USAID rules and regulations;

Experience in logistics, procurement or supply chain management highly
preferred;

Familiarity with USG Cost Accounting Standards as well as experience and skills
in developing and managing large budgets;
•
Experience working in East Africa, previous experience in Uganda and strong

• Demonstrated experience in public health
and working with African Ministries of Health;
• Familiarity with USG regulations related
to grants and contracts, including grant management, performance monitoring,
and accountability;
• Substantial technical expertise in local
government capacity building;
• Demonstrated ability to develop and foster
relationships with local government agencies, donors, donor-funded implementers
and other Civil Society Organizations;
• Knowledge of governance issues in the
health, education, and other social services sectors in a decentralized
context;
• Experience working in East Africa,
previous experience in Uganda and strong knowledge of East Africa
decentralization issues;

description : The Institute for Sustainable
Communities (ISC) is looking for chief of party candidates to lead
implementation of its USAID-funded Civil Society Strengthening Program in
Kosovo. The K-CSSP is in the second year
of a three-year, $4.5 million project with the aim to position Kosovo civil
society an effective and influential partner to government in public
decision-making. We are especially
interested in candidates who have achieved positive program impacts and
demonstrate creative and adaptive program management in challenging
environments.
Ideal
candidates will have senior-level civil society experience in designing,
implementing and directing international programs that present innovative
approaches to increasing advocacy, leadership, and citizen participation in
public policy decision making; NGO capacity development; legal framework; and
the use of public information networks and media to advance civil society.
Job
qualifications :
• University degree and seven years of
senior project management experience with nonprofit organizations in an
international setting, including three years of chief of party or commensurate
senior level management experience. Balkans experience preferred.
• Strong prior experience in overseeing
complex capacity-building and grant-making operations that ensure transparency
and can be adapted to emerging opportunities;
• Strong supervisory experience and
ability to manage a multi-disciplinary team of professionals, demonstrated
integrity, diplomacy, team-oriented management style, and commitment to develop
and maintain collaborative, team relationships in a fast-paced work
environment;
• Management of USAID-funded programs and
strong financial management;
• Ability to develop and sustain close
relationships with program partner organizations, USAID missions, host
government officials, and a wide range of national and international NGOs;
• Experience in developing annual work plans
and preparing regular program reports and documentation is critical, as is the
ability to establish and sustain program monitoring teams and impact
evaluation.
• Experience designing and developing
programs including conceptualization, proposal writing, and donor relations.
• Excellent written and oral communication
skills;
• Proficiency in computer applications,
including email and spreadsheets.
• Fluency in English (spoken and written)
is required and Albanian language skills a plus.
