Project/Proposal Summary: 

MSI is anticipating a 4.5-year program for Supporting Democracy, Good Governance, and National Reconciliation in Senegal.  The program will focus on four outcome/components: (1) greater transparency and accountability; (2) support to strengthen fiscal decentralization; (3) support free and credible 2012 elections; (4) support to conclude the Casamance peace process.

 

Position Summary:

MSI seeks an experienced Senegalese Transparency Advisor with strong, prior experience working on governance reforms in West Africa (Senegal specifically) to provide technical and management assistance on an upcoming project in Senegal. This position will work specifically on enhancing transparency among government institutions by strengthening key anti-corruption institutions and working with key government officials interested in increasing transparency initiative or new policies to counter or address corruption. Additionally, the advisor will work with civil society to strengthen their capacity to hold government more accountable and advocate for redress regarding a lack of transparency or outright corruption at the national and local level.

**Please note: This is a local position. Only Senegalese citizens will be considered. **

 

Responsibilities:

        Working with the Governance Component Leader, lead the transparency focused aspects of the project, supporting the Chief of Party in work plan development and implementation;

        Foster and enhance working relationships with government counterparts;

        Identify and work with key government officials on implementing public transparency initiatives;

        Assist government counterparts in setting up a system to track internal processes to improve performance and accountability;

        Liaise with government, professional organizations, civil society and religious organization to raise awareness on transparency and corruption issues. 

 

Job qualifications : Qualifications:

        Advanced degree in relevant field from accredited university;

        At least 7 years experience working on transparency issues relevant to the scope of work;

        Demonstrated track record of working with civil society and key government counterparts on governance issues in Senegal; for example, Cour de Comptes, the CNLCC, and the General State Inspectorate

        Demonstrated network of local stakeholders, particularly government officials, and civil society organizations;

        Fluency in English and French, required; knowledge of local languages (Wolof, Soninke, Seereer-Siin, Fula, Manika, Diola)  preferred;

        Demonstrated excellent oral and written communication skills;

        Prior experience working on USAID-funded governance programs preferred;

        Demonstrated ability to work as a senior team member on a large project;

        Demonstrated experience managing local staff.

This USAID-funded project promotes capacity-building anticorruption initiatives – both preventive and enforcement-related – in a range of Indonesian government ministries and departments that have a mission to improve accountability, transparency and integrity. The project also works with NGOs, business groups, and mass media organizations at both the national and local level to strengthen external monitoring of government agencies.

 

Position Summary:

The Chief of Party will supervise all aspects of this multimillion dollar USAID program, which works with government ministries and agencies, civil society groups, businesses and the mass media to promote increased government accountability and transparency at both national and local levels. The project will be conducted over a 3-5 year period.

 

Responsibilities:                   

·               Develop strict control and auditing mechanisms for executive oversight, administrative streamlining,    legislative drafting, capacity building in investigation and prosecution, citizen/media monitoring and other preventive and enforcement approaches to curb corrupt practices.

·               Interface and represent project activities with high level government officials, USAID, and other donor programs.

·               Manage staff, coordinate cross-cutting activities and ensure accomplishment of objectives and deliverables.

·               Ensure performance goals and indicators are achieved and monitored

 

Job qualifications :

·               Experience working in Indonesia or other Southeast Asian countries

·               Minimum of ten (10) years project management experience

·               Masters degree, JD or higher preferred

·               Prior experience as a Chief of Party on a USAID program of comparable size and complexity.

·               US National preferred

Job description : The Program Assistant will provide administrative and staff support to program operations across the Civil Society and Climate and Environment programs. Working closely with program leadership, this position provides all necessary programmatic administrative, financial and logistical support in the implementation and facilitation of these programs.

• Works independently and within a team on special projects as assigned;

• Maintain and update program web content to promote ISC;

• Assist in the preparation of proposals and grant as directed;

• Participates in meetings and provides input into the continued development of the program.
