Project/Proposal Summary:

The purpose of this upcoming Regional Afghan Municipalities Program for Urban Populations (RAMP UP) is to create an effective, responsive, democratic, transparent, accountable, and gender sensitive municipal governance in selected municipalities throughout the country of Afghanistan. The project aims to increase the capacity of GIRoA municipal officials, improve the delivery of municipal services to citizens, and increase municipal capacity to enable, support, and sustain economic growth.  As a result of the RAMP UP, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.

 

Position Summary:

MSI is seeking a Tax/ Fee Collection and Revenue Generation Team Leader to develop culturally appropriate individual revenue generation plans for each target municipalities in line with Afghan laws.

 

Responsibilities:

• Develop innovative strategies to increase capacity of the GIRoA to manage finances at the municipal level;

• Mentor and train Government of Afghanistan employees at the municipal level in best practices in revenue generation and economic development;

• Work with other donor program (i.e. UNDP’s ASGP program, other MGSPA implementers, and USAID programs in the Economic Growth portfolio) to ensure coordination and consistency in approaches to revenue generation and economic development;

• Develop financial management systems at the municipal level that are in line with Afghan laws.

 

Job qualifications :

• MA in a relevant subject and 8 years of experience or BA in a relevant subject and 13 years of experience;

•At least 8 years of experience working with local/regional/ central government administrations or decentralized public institutions;

•At least 3 years of experience working to increase the capacity of decentralized government administrations;

• Experience working in economic development at the state, municipal, or federal level in the US or abroad;

• Proven management experience;

• Fluency in English (written and spoken). Local language proficiency is desirable.

Job description : The Program Assistant will provide administrative and staff support to program operations across the Civil Society and Climate and Environment programs. The Regional Training Manager is responsible for overseeing the implementation of the RESPOND Project’s capacity building strategy, customized to the relevant region, while maintaining compliance with DAI and USAID standard procedures, rules, and regulations.  The Regional Training Manager reports directly to the Regional Program Director, coordinates closely with the project headquarters Training Manager and the other four Regional Training Managers, and is supported by a locally hired Regional Training Coordinator.

 

Responsibilities:

- Manage and support the implementation of all training related activities in the region;

- Conduct training needs assessments in urban and rural areas in the region;

- Coordinate with local institutions on all aspects of training delivery and follow-up;

- Collaborate with technical subject matter experts, including epidemiologists, veterinarians, wildlife experts, anthropologists, physicians, and nurses to customize curricula for local conditions;

- Co-facilitate trainings with technical subject matter experts, infusing best practices of adult, experiential and participatory training methods;

- Communicate closely with the Project Training Manager about priority areas of concern;

- Participate actively in sharing lessons learned with the other Regional Training Managers;

- Manage the collection and monitoring of participant information and evaluation results of all regional training activities by the regional training coordinator;

- Coordinate with short-term technical assistance providers involved in training including preparing a statement of work, recruiting, and overseeing mobilization, performance, and deliverables.

- Supervise and mentor the Training Coordinator to take over the duties listed above after 18 months.
