Tatweer

Duties and Responsibilities:
1. Represents the Ministry of Agriculture (MoA) Senior Advisor on agricultural policy at the MoA and other related Government of Iraq (GOI) offices.
2. Assists in the formation of a policy

was awarded a three-year contract with USAID/Sudan on a project named SUPPORT
(Services Under Program and Project Offices for Results Tracking), and tasked
with the responsibility of executing functions normally associated with
USAID’s Program and Communications
offices. As a part of the SUPPORT
project, MSI is currently establishing an office compound suitable for USAID
and partner meetings in Southern Sudan, hiring technical and support staff and

Position
Summary: Knowledge Management
Specialist: will create and oversee
knowledge management systems needed to organize and share information among
USAID staff located in Juba, Khartoum, Nairobi, Darfur, and Washington. S/he will work with the Program Office,
senior Mission management, and the COTR to identify, analyze and present
potential technical solutions to the challenges facing the Mission, and to
implement those determined to be viable and appropriate by USAID. Two potential systems under investigation/
implementation are:
i) A USAID/Sudan Web Portal
The
MSI KM Specialist is responsible for working with the Program Office to
articulate Mission needs, and for translating those needs to the design team to
tailor the Portal for Sudan. The
contractor will take the lead to communicate Portal requirements and timelines,
ensure that changes are made as/when promised, and verify that new features
function correctly. Once the Portal is
functional, The KM Specialist will identify qualified, short-term personnel to
assist the Mission in transferring and organizing all historical files to the
Portal. The KM Specialist will also be
responsible for introducing the Portal to all Mission staff and USAID
implementation partners, and providing the necessary training and support to
enable all users to effectively utilize this new tool (see attachment C).
ii)
Geographic Information Systems (GIS)
The
MSI KM Specialist will provide to the Mission options for building an internal
GIS capacity by surveying existing resources in southern Sudan. These options
will be articulated to Mission Management so that an informed decision can be
made regarding the best way to create products from the spatial data being
reported by implementing partners. These options will include language and
hardware/software requirements that could be included in future grants and contracts, so that GIS responsibilities might be
passed on to implementing partners.
The
MSI KM Specialist will be responsible for establishing relationship with
organizations in southern Sudan to understand if a mutual relationship can be
formed for the sharing of data. The MSI KM Specialist will also be responsible
for coordinating data flow from implementing partners to the Mission, keeping
in mind the products required by the Mission and providing a platform where
these products can be delivered.

development; knowledge of GIS and cartographic concepts, theory and practices;
§ Extensive knowledge of computers, internetworking and related

description : Position Summary:
The
Assessment, Monitoring and Evaluation (AME) Advisor will lead MSI’s efforts to
support USAID/Sudan’s AME agenda, working very closely with the Missions
Program Office. The individual will also support efforts of the Mission’s sectoral teams to ensure effective Mission monitoring and
evaluation and that appropriate special assessments are conducted according to
client demands. To succeed, the AME Advisor must be able to work hand-in-glove –
with a constant focus on client satisfaction – with USAID officials from the
Program Office and each of the sectoral offices as
well as be able to oversee a team of four program monitors (one for each sectoral team). The
AME Advisor must be able to provide excellent Monitoring and Evaluation and
other analytic services in the field and assure the quality of approximately
ten short-term technical assistance (STTA) teams per year.
Responsibilities:
•Lead
MSI’s efforts to support USAID/Sudan in identifying, prioritizing and executing
critical AME systems, data management, and analyses;
•Work
under the joint direction of MSI’s Chief of Party and USAID/Sudan’s Program
Office;
•Provide
excellent monitoring, evaluation and assessment technical assistance to the
Mission in the field;
•Prepare
scopes of work, assist in recruiting, and monitor/support STTA teams visiting
Sudan to provide AME services to the Mission and its sectoral
teams;
•Ensure
Data Quality Assessments for the portfolio are current;
•Assist
Implementing Partners to ensure quality data provision to USAID/Sudan, as
directed by USAID/Sudan;
•Support
Program Office in its efforts to ensure participation, input and buy-in of the
various technical teams in the development, refinement, adoption, and maintenance
of assessment, monitoring and evaluation tools, mechanisms and systems;
•Manage
the AME portion of MSI’s Program Monitoring Plan (PMP) under MSI’s SUPPORT
contract with USAID/Sudan and support the COP in the management of data related
to other portions of MSI’s PMP;
•Assist
USAID to meet its annual reporting requirements;
•Develop,
maintain and strengthen working relationships with key partners, including
USAID staff, Implementing Partners and national ministries, as needed to
succeed;
•Assist
the program office and technical teams to update the USAID Mission PMP on an
annual basis;
•Other
Assessment, Monitoring and Evaluation tasks as directed.
Job
qualifications : Qualifications:
· Direct experience in the management of
AME efforts with USAID-funded activities;
· Direct experience working for USAID on
AME efforts would be a plus;

FUNCTION: Provide specific technical assistance in damage and needs assessment,
information management, response planning, coordination of relief operations,
mobilization and management of international resources. Conduct or participate
in post emergency evaluations to review the response effort identifying gaps

RESPONSIBILITIES:
1.
Develop and implement approved World Relief (WR) programs in Haiti consistent
with WR’s mission of empowering the local church to serve the most vulnerable.
2.
Develop and strengthen appropriate institutional structures, controls, and
strategies for all short-term and long-term WR work, with special attention to
establishing strong partnerships with existing churches and other national
institutions.
3.
Provide strong leadership to a growing and diverse organization, with direct
oversight and management of the senior leadership team.
4.
Recruit, hire, train, and supervise WR staff in Haiti. Actively provide
spiritual leadership and oversight to the entire WR team in Haiti.
5.
Ensure consistent funding from bilateral, multilateral and other donors, and
U.S. partner churches to augment the resources provided from WR’s general fund.
6.
Provide monthly, quarterly, and annual reports comparing objectives with
results achieved.
7.
Cultivate partnerships with local churches, denominations, and church bodies.
Oversee and lead relationship building with key U.S. partner churches,
including hosting vision teams, work teams, and ministry teams. Actively
communicate with U.S. partner churches through email, phone conversations, and
visits to U.S. churches.
8.
Manage all expenditures of WR funds within approved budgets and in the best
interests of WR and its beneficiaries.
9.
Represent WR to government, donor, church, and community leaders and other
stakeholders.
10.
Ensure that WR operations in Haiti conform to all applicable laws and
regulations and that all required reports are submitted punctually.
11.
Ensure adherence to World Relief financial management, accounting, and
reporting policies and procedures.
12.
Ensure deliverance of monthly, quarterly and annual financial data for
consolidation in headquarters, including required audit schedules.
13.
Responsible to approve and verify acquisition and delivery of all major
purchases, liquidation of cash advances as well as the execution of sound cash
QUALIFICATIONS:
1.
University degree in related field. Masters degree preferred. Business
management and leadership experience is highly valued.
2.
A minimum of five years experience in International relief and development work
with progressive leadership responsibilities and proven resource development skills,
or a minimum of ten years experience in business management and leadership with
progressively increasing responsibilities.
3.
Experience in administration of U.S. government grants and experience with
budgeting in a multi-project and multi-funding environment.
4.
Strong oral and written communication skills in English and conversational
French. Knowledge of local languages (Creole) a plus.
5.
Ability to represent WR well to partners, donors, churches, and government
officials.
6.
