Project/Proposal Summary:

The purpose of this upcoming Regional Afghan Municipalities Program for Urban Populations (RAMP UP) is to create an effective, responsive, democratic, transparent, accountable, and gender sensitive municipal governance in selected municipalities throughout the country of Afghanistan. The project aims to increase the capacity of GIRoA municipal officials, improve the delivery of municipal services to citizens, and increase municipal capacity to enable, support, and sustain economic growth.  As a result of the RAMP UP, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate.

 

Position Summary:

MSI is seeking an experienced Grants Manager to be responsible for the administrative management and supervision of the grant-making process. Only Afghan citizens will be eligible for this position.

 

Responsibilities:

• Advise and assist in the design, development and implementation of grant under contract;

• Administer and monitor grants in line with established management policies, procedures, and practices;

• Analyze and evaluate grant application, proposals and awards to ensure adherence to grants management policies.

• Ensure proper negotiation of the terms and conditions for sub-grant

• Reviews and analyzes budget estimates consistent with USAID grant and program requirements. 

 

Job qualifications :

• 5 plus years experience in grants design and management as well as oversight of subcontracting required.

• Prior experience managing USAID contracts and grants, including grants under contract.

• In depth knowledge of USAID rules and regulations.

• The ability to work quickly and under significant deadline pressure.

• Field-based development experience required, experience working in conflict or post-conflict countries strongly preferred.

• Ability to communicate and work well with client and stakeholders;

• Fluency in English reading, writing and speaking required; Local language proficiency is desirable.

•Knowledge of and ability to effectively use word processing and data management systems and application, including Microsoft Windows, Word, Excel, and Internet and email applications.

Position Summary:

MSI is seeking a Grants, Subcontracts and Compliance Manager to control and oversight of the grant application, approval, implementation, and close-out processes as well as control and oversight of the contract development, approval, implementation, and close-out processes. 

 

Responsibilities:

•Compliance with USAID regulations and policies;

•Ensuring inclusion and mentoring of relevant GIRoA partners in all processes related to sub grants and sub contracts.

•Organization and tracking of all grant and contract documents;

•Support and mentoring of provincial staff.

•Monitor individual grant/contract budgets, and overall grant/contract expenditures by province as well as regions.

• Ensure due diligence that reimbursement requests are valid and allowable; and

• Provide consistent and accurate data on grant/contract activities for Afghan Info database entry. 

 

Job qualifications :

• At least ten years of supervisory and management experience, including finance, budget management, or grants/ subcontracts management;

•At least five, preferably ten, year of USAID grants/ contracts Management experience, including strategic planning, program operations, and system management;

• Demonstrated knowledge of USG/USAID regulations and compliance requirements related to international assistance programs;

• Knowledge of construction contracting; Experience contracting with non-US firms;

• Fluency in English (written and spoken). Local language proficiency is desirable. Language and cultural skills are strong assets.
