Position Summary:

The Developer works to support the development staff with entry level coding, unit testing and to serve as tier one support for application users. This is both a user-facing and technical implementation role. Work will be conducted onsite at MSI’s offices in Washington DC. The developer will be evaluated on the basis of the quality of response to user requests and effectiveness of tests and support in reducing system defects and incidents. This individual must be able understand business functional requirements and help desk tool functionality respond to end-user requests, document requests, assist in preparing solution steps and walking users through them, and responding to requests from developers for web page layout.

Responsibilities:

• Work with business end-users to document incidents, enhancement and account requests with web-based applications;

• Communicate with development team to maintain feature development lists;

• Participate in development and enhancement of web-based applications;

• Manage and respond to requests for change and defect resolution according to defined processes;

• Assist development team by writing and executing tests.

Job qualifications :

• Bachelor’s degree in Information Systems or related field, or relevant combination of education and experience;

• ITIL Foundation or other process-oriented training a plus;

• One year HTML and related web application languages;

• One year ColdFusion development or other web application development scripting language;

• Experience using Selenium or similar test-recording tool helpful;

• Excellent troubleshooting skills / experience on helpdesk;

• Excellent communication and interpersonal skills;

• Strong Analytical, problem solving and quantitative skills;

• Ability to work cooperatively and effectively as part of a team;

• Ability to work closely with business leaders and project teams to understand business requirements;

• Ability to perform in a multicultural, multi-location team environment;

• Experience working the field of international development assistance a plus (especially with USAID);

• Proven ability to communicate effectively and gather requirements from business users.

Position Summary:

MSI is seeking a mid-level Communications Program Manager to support the USAID Development Outreach and Communications Training (DOC) Program, which is implemented by the Bureau for Legislative and Public Affairs. The individual will be responsible for day-to-day coordination of the DOC Program, in coordination with a small team.  S/he will be responsible for detailed design and implementation of training conferences, as well as for training USAID’s network of communications specialists in strategy design and implementation, as well as innovative communications approaches in the developing world, including the use of social media. S/he will serve as a backstop for USAID’s worldwide communications network, in coordination with the LPA Bureau.  The position is based in Washington, D.C., with occasional overseas travel to support a minimum of 3 DOC training conferences and other communications efforts as necessary.

Responsibilities:

•        Provide strategic direction for DOC program goals and objectives;

•        Work with the project team and USAID staff to develop training curriculum and implement trainings for USAID’s communications professionals;

•        Serve as communications trainer, particularly in the area of innovative communications approaches using social media, video and more;

•        Deliver guidance on USAID messaging, as requested by USAID;

•        Develop communications materials for the DOC program;

•        Provide daily guidance to and backstopping for information requests from USAID’s worldwide communications specialists;

•        Liaise with other USAID Bureaus on communications activities; and

•        Provide additional communications support to field missions as requested

Job qualifications :

•        Degree in communications, public relations, journalism or related field from an accredited university;

•        Candidates should have at least 5 years of experience in developing and designing communication strategies;

•        Prior professional-level training and/or teaching experience;

•        Experience using mixed media including television, radio and print as well as the web and social media preferred;

•        Strong organizational skills and attention to detail;

•        Ability to work in a small team environment;

•        Ability to obtain a USAID security clearance;

Position Summary:

MSI is seeking an experienced MIS/IT Specialist to maintain, administer and troubleshoot all M&E database, mapping and reporting systems to support an upcoming Monitoring and Evaluation project in Liberia. The project aims to design and implement comprehensive performance measurement, planning, monitoring and evaluation, and reporting systems to measure USAID/Liberia\'s performance in achieving its objectives.

Responsibilities:

•        Develop M&E database/mapping/reporting systems based on USAID/Liberia’s needs and requirements;

•        Administer, maintain and troubleshoot the M&E database/mapping/reporting systems;

•        Provide technical support to all concerned personnel on the M&E database/mapping/reporting systems;

•        Ensure necessary backup procedures for all M&E database/mapping systems that are in place, and that regular data backups are made;

•        Make periodic and ad-hoc reports as required;

•        Provide the systems with in-code and technical documents, as well as a user manual;

•        Ensure that data verification procedures are in place and that data security and integrity of the M&E database/mapping tool is maintained;

•        Ensure quality control and the overall responsiveness of technical assistance on database and mapping tool/systems are developed;

•        Provide training materials and deliver training to all concerned personnel at USAID/Liberia and implementing partners.

Job qualifications :

•        A university degree in Computer Science, Information Technology or related field is required. Another university degree with relevant experience may be accepted in lieu of an IT-related degree;

•        Demonstrated success in design, development and implementation of complex database systems of this scope and complexity;

•        Extensive experience, at least 7 years or more, in database development and operations;

•        At least 5 years or more working experience in the field of Management Information Systems;

•        Demonstrated task planning and task monitoring skills;

•        Demonstrated excellent data analytical skills;

•        Demonstrated continuous professional excellence;

•        Demonstrated ability to work in a team environment and across organization boundaries;

•        Demonstrated excellent verbal and written communication skills;

•        Demonstrated proven ability to direct, coach and develop staff;

Project/Proposal Summary: 

The Angola Democracy and Governance Assessment will require a Political Scientist/Analyst. Portuguese fluency is essential, and relevant DG assessment/USAID experience is preferred. 

Position Summary:

The assignment on the DG Assessment will involve testing a new revision of an assessment framework that has been in use for the last 11 years. DG Assessments typically require preparatory work, three weeks of field work and additional follow up analysis and writing time.  The usual number of days is around 35-36 and the draft report needs to be produced within three-four weeks after returning home from the field research. The timeline for the fieldwork is March 2010, but somewhat flexible.

Responsibilities:

•          Conduct interviews with key cooperating country government officials, USAID staff and other key    personnel.

•           Provide data analysis and make suggestions for future programming

•           Draft findings and synthesize data into report.

Job qualifications :

•        Have at least 10 years of relevant experience in Democracy and Governance, extensive experience as Political Science/Analysis;

•        Possess some experience designing, managing, implementing or overseeing DG programming.

•        Angola or relevant regional experience is desirable. 

•        Strong writing and word processing skills are a requirement.

•        Language fluency in Portuguese is required.

•        Ability to conduct interviews/discussions in Portuguese.

•        Knowledge of USAID, and particularly DG policy guidance and reengineering principles.

•        The number of years and type of technical experience required;
