undertaken a nearly unprecedented staffing increase as they added hundreds of
new positions to the mission in Afghanistan and around the world. MSI is proud to partner with USAID on this
effort, and has been working closely with AID over the past several months to
support this massive recruiting effort.
As
of January 2010, USAID has decided to add an additional 100 FSL positions to
the mission in Afghanistan, as well as up to 100 FSL positions to the mission

Responsibilities
may include:
•
Executing specific duties/responsibilities in relation to each of the
USAID national programs taking place in AOR (Area Of
Responsibility). Responsibilities may include mapping, reporting, monitoring,
and/or advising.
• Orientation and training of new field
staff, maintaining regular contact with individual field staff and travel to
manage and support their activities.
• Working with USAID management and
technical offices to modify current programs or design new projects to be
nested within national programs through the Local and Community Development (LGCD)
Program.
• Work with military and other civilian
elements of the PRT and LGCD implementing partner in his/her AOR to identify,
nominate and provide day-to-day management of projects.

Job
qualifications :
• US Citizenship required. Candidates with dual citizenship would need
to renounce secondary citizenship due to security clearance requirements.

Project/Proposal
Summary: The mission of this project is
to promote a political stability in Iraq.
The program is designed to improve the functioning of the Council of Representatives
(COR) – the highest body of democratic institutions in Iraq. The project is
intended to build capacity of the parliament members to debate laws in a formal
constructive environment, to form and run parliamentary committees, to analyze
and properly vet proposed legislation, to improve the functioning of the
Speakers Office in its role as Parliamentary oversight, and to ensure greater
participation of political parties from all factions and regions.
Position
Summary: On a rolling basis, assist other Legislative Strengthening Program
(LSP) team leaders, staff and counterparts to assess training needs in the COR
and develop or modify the curriculum of training courses. Assist in
prioritizing training needs and determining which needs can, and should, be met
from LSP resources. Make recommendations to assist COR/PDC to access training
from other sources (outsourcing, donors, etc.) for training that cannot be
delivered by LSP. Evaluate options and recommend cost-effective and sustainable
methods to provide LSP training (e.g. in-house development, training of COR/PDC
staff as trainers, outsourcing to training vendors, etc.).
Responsibilities:
• Plan and manage LSP training activities,
develop effective training materials targeted to COR and LSP objectives,
evaluate results and incorporate feedback to improve training results and
impacts
• Manage a training quality control
process, ensure proper management/archiving of LSP training materials, develop
methods for monitoring and evaluation of training results and impacts, and use
these methods (with assistance of other staff) to generate performance
monitoring information for the PMP and to inform the COR and USAID about
program results.
• Train and assist staff to use the
procedures, methods and models to provide high quality training for LSP
counterparts. Deliver or manage (outsource) training of trainers if needed to
improve training quality. Develop a plan for transferring training curriculum,
capacity and materials to the PDC in collaboration with other team members;
and, provide training and other assistance to establish an effective training
department in the PDC. Assist staff members and counterparts who are providing
training to understand and apply best practices in training courses and workshops.

support for 4C Members, intensification of partnerships with public and private
organizations and visibility in the region.
Responsibilities
Under
the guidance of the Director Support Services, the Regional Coordinator East
Africa is mainly in charge of coordination and implementation of 4C Activities
(especially information and support activities), communication and further
development of partnerships and projects in close cooperation with partner

LOCATION:

GENERAL
FUNCTION: Provide specific technical assistance in damage and needs assessment,
information management, response planning, coordination of relief operations,
mobilization and management of international resources. Conduct or participate
in post emergency evaluations to review the response effort identifying gaps
that need to be filled. Ensure that DR specific policies and procedures,
templates and Standard Operating Procedures, as they are developed, are
incorporated into operational programs and complied with.
RESPONSIBILITIES:
1.
Develop and implement approved World Relief (WR) programs in Haiti consistent
with WR’s mission of empowering the local church to serve the most vulnerable.
2.
Develop and strengthen appropriate institutional structures, controls, and
strategies for all short-term and long-term WR work, with special attention to
establishing strong partnerships with existing churches and other national
institutions.
3.
Provide strong leadership to a growing and diverse organization, with direct
oversight and management of the senior leadership team.
4.
Recruit, hire, train, and supervise WR staff in Haiti. Actively provide
spiritual leadership and oversight to the entire WR team in Haiti.
5.
Ensure consistent funding from bilateral, multilateral and other donors, and
U.S. partner churches to augment the resources provided from WR’s general fund.
6.
Provide monthly, quarterly, and annual reports comparing objectives with results
achieved.
7.
Cultivate partnerships with local churches, denominations, and church bodies.
Oversee and lead relationship building with key U.S. partner churches,
including hosting vision teams, work teams, and ministry teams. Actively
communicate with U.S. partner churches through email, phone conversations, and
visits to U.S. churches.
8.
Manage all expenditures of WR funds within approved budgets and in the best
interests of WR and its beneficiaries.
9.
Represent WR to government, donor, church, and community leaders and other
stakeholders.
10.
Ensure that WR operations in Haiti conform to all applicable laws and
regulations and that all required reports are submitted punctually.
11.
Ensure adherence to World Relief financial management, accounting, and
reporting policies and procedures.
12.
Ensure deliverance of monthly, quarterly and annual financial data for
consolidation in headquarters, including required audit schedules.
13.
Responsible to approve and verify acquisition and delivery of all major
purchases, liquidation of cash advances as well as the execution of sound cash
QUALIFICATIONS:
1.
University degree in related field. Masters degree preferred. Business
management and leadership experience is highly valued.
2.
A minimum of five years experience in International relief and development work
with progressive leadership responsibilities and proven resource development
skills, or a minimum of ten years experience in business management and
leadership with progressively increasing responsibilities.
3.
Experience in administration of U.S. government grants and experience with
budgeting in a multi-project and multi-funding environment.
4.
Strong oral and written communication skills in English and conversational
