Project/Proposal
Summary:
Since
December 2007, Management Systems International (MSI) has worked the USAID
Sudan Mission to support a peaceful transition of Sudan into a more stable,
secure country. Specifically, MSI
manages the Sudan SUPPORT project based in Juba and works directly with USAID
on several levels including providing communications, logistics, hiring and
housing of expat staff, recruiting US national, third-country national or
cooperating country national consultants to undergo assessments throughout
Sudan, etc.
Position
Summary:
MSI
is in need of a comprehensive assessment of the SUPPORT project security
structure in Sudan by an experienced Security Expert that has worked in
high-threat environments. This assignment is expected to take approximately 3
weeks.
Responsibilities:
• meet with the SUPPORT project expat and
national security liaisons to provide in-depth training on appropriate
procedures during a security incident
• provide project staff with more limited,
two two-hour sessions on reactions during security incidents, including
evacuation procedures, incorporating some role-playing
• assess the current security environment
and brief staff on the current environment, after meeting with appropriate
government officials and security personnel of other organizations and
companies
• review the current security firm
procedures and activities and make recommendations for improved procedures to
protect both people and project assets
• review the current the security manual
to reflect new systems and procedures
• provide recommendations for security
improvement at office and residential space
Job

MSH
seeks a Chief of Party for potential full-time employment in Rwanda. The
upcoming program in Rwanda that will focus on quality integrated family health
services at the facility and community levels. Preference will be given to applicants
with relevant experience in Rwanda.
Position is subject to project award.
OVERALL
RESPONSIBILITIES
The
Chief of Party (COP) is responsible for the oversight, management, monitoring,
and evaluation of the project’s performance and for the achievement of required
project results. The COP provides strategic leadership and bears primary
responsibility for the achievement of project technical objectives, the
effective management and development of staff, and for the timely and accurate
fulfillment of the administrative and reporting requirements specified by
USAID.
As
such, the COP determines the specific tactical and strategic responsibilities
allocated to the technical and operational staff, ensures a project structure
that facilitates information flow and work completion, provides and sustains an
overall vision of success that fully engages stakeholders and staff in the
fulfillment of this vision, and takes the actions necessary to ensure the
project receives ratings of 3 and higher on USAID performance evaluations. The
COP is the official representative of the contractor and maintains
communication between all relevant parties, including appropriate officials
from USAID, and the Cognizant Technical Officer (CTO) and Contracting Officer
(CO) assigned to this contract. S/he will work to ensure that the project
activities are supported and implemented to attain the intended results. The
COP also oversees project start-up and closeout phases and ensures compliance
with USAID regulations.
Job
qualifications : 1. Master’s
degree in public health management, public administration or related discipline
is required.
2. Ten years of experience in public health
in developing and/or transitional countries.
3. Specific understanding of issues relevant
to decentralized health services, including voluntary family planning, maternal
and neonatal health, child survival, malaria prevention and treatment, HIV
& AIDS prevention and treatment, safe water, sanitation and hygiene, and
BCC/IEC.
4. At least eight years of demonstrated
success in a leadership role in a public health and/or international
development project, preferably in Rwanda.
5. Demonstrated strategic agility,
diplomacy, conflict management, team building, hands-on supervisory, written
and oral communication, decision making, and negotiation skills
6. Demonstrated ability to work well with
senior colleagues, particularly interacting productively, proactively, and
comfortably with government agencies, NGOs, private sector groups, USAID, CAs,
and donor organizations.
7. Commitment to working closely with
MSH/Cambridge and partner organizations on a collaborative basis.
8. Track
record of strong commitment to sharing knowledge, documenting experience,
supporting creative initiatives, and sharing credit.
9. Familiarity
with and understanding of USAID regulations and administrative procedures.
10. Demonstrated computer skills in Microsoft
Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
11. Fluency in English required
12. Ability to travel 30% of the time.

Research Associate will participate in all aspects of the design,
implementation, analysis, and dissemination of the MEASURE Evaluation project

and evaluation for in-country research and evaluation partners. An important role of this person will include
identifying potential research areas that can be examined with the MEASURE
Evaluation and other data, leading data analysis of identified areas, and
presenting findings to national, regional, and global audiences. The position will report to the Deputy
Director.
